“I know that the Life issue is not and cannot be just a partisan issue”

January 23, 2014 By Scott Zipperle

“I know that the Life issue is not and cannot be just a partisan issue”

Those of us braving the cold yesterday were grateful for the many motivating speakers the March for Life rally had.  One disappointment was that one of the speakers, Rep. Dan Lipinski (D-Ill.) was stuck on a tarmac back home in Illinois and couldn’t make it in time due to the weather.  He did make it in time to host a screening of the new pro-life movie “40” and join us at last night’s Rose Dinner.

His office was kind enough to share the remarks he would have given, weather permitting.  I have posted them below:

March for Life

Remarks of Congressman Daniel Lipinski

January 22, 2014

Good afternoon!  Thank you for braving the snow and the cold and joining together for Life!

Yes, I am a Democrat.  I know that the Life issue is not and cannot be just a partisan issue.  I see a lot of Catholics out there – and I especially want to welcome all those from the Chicago and Joliet Dioceses – but this is not just a Catholic issue, or even just a religious issue.  It’s an issue that should motivate everyone who believes in science, human rights, and truth – the protection of our most basic right, the right to life.

Many said that after Roe v. Wade in 1973, the issue of abortion had been settled in America, but look around you.  How many of you were not even born 40 years ago?  As you can see, the pro-life movement continues to build, continues to grow,  and we will not rest until all life is protected and respected.

I want to thank you for coming to Washington to help in the work I am doing with my colleagues up here to change the laws of our land.  But don’t just go home and leave it up to Washington.  We can’t lose focus on the need for every single one of us to work to change the hearts and minds of our neighbors.

Being pro-life is not just being anti-abortion, it is about embracing life. It is about supporting pregnant mothers in need, which we see every day in our pregnancy support centers across the country.  It is about promoting adoption and encouraging mothers in difficult situation to make this heroic decision.  It is about Project Rachel and other post-abortion healing ministries. It is about loving and giving dignity to all.

Every year, I am uplifted by your participation in the March for Life.  And with hard work and God’s grace, we will move our nation to the culture of life.  God bless you, and God bless America.

No Taxpayer Funding for Abortion Act to be voted on next week

If you missed the March for Life yesterday (to which I say “How could you!”) you missed Majority Leader Eric Cantor (R-Va) telling the hundreds of thousands gathered that next week the House of Representatives will be voting on H.R. 7, legislation to take taxpayers out of the abortion industry.

“I am also proud to announce that next week, the House will vote once and for all to end taxpayer funding for abortions.

“The No Taxpayer Funds for Abortion Act, written by our good friend and colleague Chris Smith, will respect the morals and consciences of millions of Americans – and ultimately will save lives.

“Getting this bill through the Senate, however, and signed by the President will be a much tougher task. But I can make you this promise: the people’s House will stand for life. We will do everything in our power to make sure that our values and the sanctity of life are reflected in the law of the land.”

After the announcement pro-life staff shared the following on the legislation:

Pro-life Groups:

At the March for Life today, Rep. Eric Cantor announced that the House of Representatives will consider H.R. 7, the “No Taxpayer Funding for Abortion Act” next week.  This legislation will make the Hyde amendment permanent and government-wide and will remove funding for insurance plans that include abortion from the Affordable Care Act (ACA).

Since the exchanges created by the ACA have gone into effect, the bill required several updates. The text of H.R. 7 as it will be considered on the floor is available here. The notable changes to the bill are:

1.      The provisions preventing taxpayer funding for abortion under the ACA go into effect for plan years beginning January 1, 2015.

2.      Between enactment and January 1, 2015, the transparency requirements included in H.R. 3279, the Abortion Insurance Full Disclosure Act will ensure that consumers are fully informed about abortion coverage and surcharges in plans sold on the exchanges.

3.      Technical corrections are made to eliminate the accounting gimmicks and secrecy clauses in the ACA. In addition conforming language is included to ensure that no multi-state plan includes elective abortion (instead of the current language only requiring that one plan has to exclude abortion language).

 4.      Tax provisions not relevant to the ACA have been removed.

1 Day of Life: Congress takes the fun out of dysfunctional, and pro-life pays the price

Last week, the House and Senate voted on the Consolidated Appropriations Act of 2014 (H.R.3547), better known as the omnibus appropriations package.  The $1.111 trillion spending bill funds the federal government’s discretionary functions and overseas contingency operations (OCO) through September 30, 2014.

Two things about this have upset conservatives.  First off, it increases spending, including breaking the spending limits set by the Sequester.  Heritage Action puts it thusly:

(The omnibus is a) $45 billion increase over the 2014 sequestration level set by the Budget Control Act of 2011, which was altered by the recently passed Bipartisan Budget Act of 2013.  As a result, the omnibus increases spending, in some cases dramatically, beyond most of the House-passed allocations for FY14 appropriations cycle.

The second upsetting thing is more among social conservatives.  While the Omnibus does protect most pro-life provisions it failed to include protections for conscience in relation to the pressing Obama mandate forcing business owners to pay for abortifacients, sterilizations and contraception.  As Family Research Council (FRC) put it:

Despite that success (on pro-life provisions), Republicans failed to achieve one of the biggest priorities of the pro-life community: attaching conscience protections to a must-pass piece of legislation. As Sen. Mikulski said, “ObamaCare lives another day.” But for millions of Americans, religious liberty does not. For months, groups like FRC had stressed the importance of exempting employers from the HHS mandate.

While Heritage Action and FRC are correct in pointing out the failings of the Omnibus the true problem lies in the dysfunction of Congress in its inability to do its most basic function – setting the budget for the United States government.  It has been almost four years since Congress even passed something resembling an Omnibus – relying since 2011 on short term spending bills called “continuing resolutions” or CRs.  However last week’s Omnibus isn’t a sign of things getting better.  Not once during Senate Majority Harry Reid’s (D-Nev.) reign in the Senate has that august body been able to pass a budget through regular order.  The way the budget process used to work is, the president proposes a budget; the House and the Senate each pass budget resolutions; the two chambers conference to set top-line spending levels for discretionary spending; and the appropriations process allocates funds among the agencies through a series of bills dealing with various agencies.

For years President Obama has refused to submit a budget on time and, as mentioned before, Harry Reid is incapable of allowing the Senate to function properly.  After a few years of this even the house started giving up, not fully completing its own appropriations process.  And who can blame them – they figure why waste the energy when the Senate won’t act on whatever they pass?

While this dysfunction is bad for the nation it is worse for those who want to implement real change.  A CR or an Omnibus, with few exceptions, merely maintains the status quo – or allows the Obama Administration run ram shod over the Constitution using regulations from everything from environmental protocols to forcing taxpayers to pay for abortions.

Such dysfunction makes it hard to push the ball forward or to react to things happening outside of the budget process.  In the latest Omnibus Republicans maintained pro-life provisions that prohibit D.C. from using local or federal funds to pay for abortions.  However what isn’t addressed is how the D.C. government’s recent actions of declaring themselves no longer under the guidance of Congress, which many believe to be unconstitutional, would affect that rider.

Additionally the provision that prohibits the use of tax dollars to pay for abortions in the Federal Employee Health Benefits (FEHB) program was maintained in the current Omnibus – ignoring the fact that, under Obamacare, combined with an edict from President Obama, the FEHB now will pay for abortions using your tax dollars!

If Congress functioned properly these concerns, as well as those of conscience, could be dealt with in regular order as opposed to the new status quo of dysfunction.  As long as Congress refuses to change, or is changed by the voters, we will be a country not governed by democracy but ruled by pro-abortion politicians such as Harry Reid and Barack Obama.

World Renowned Christian Artist Matt Maher Leads Outstanding Group Participating in March for Life

Young People, Women’s Health Organizations, and Latino Groups Join Wednesday, January 22 Event in Washington

Washington, DC – Christian singer and songwriter Matt Maher will share his talents with the hundreds of thousands of expected participants at the 41st annual March for Life on Wednesday, January 22nd. Maher will provide music before the Rally on the Mall and the finale as the March begins.

“Matt is undoubtedly a world class performer, and we are pleased he can join us this year at the March,” said Jeanne Monahan, President of March for Life. “Matt has such a beautiful way of sharing the pro-life message, and has done so at the Youth Mass and other March activities in years past.” Maher says he is grateful for the opportunity to write songs that somehow help people along the way.

The issue of life is one that affects every demographic of American society. The speakers at the March come from various backgrounds, and represent many different organizations. Giovanna Romero of Latinas por la Vida, Nicole Peck of Silent No More, and Youth Speaker Molly Anne Dutton will all be featured speakers at the event that marks the legalization of abortion in 1973.

“The March for Life is blessed to have such a powerful group of speakers at the rally this year, with compelling stories of support for the dignity of all human beings from birth until natural death” says Monahan.

The theme of this year’s event is adoption. “Adoption is a heroic decision for pregnant mothers who find themselves in a difficult situation,” says Monahan. “We want to eliminate the stigma of adoption and encourage women to pursue this noble option.”

This year will mark the 41st March for Life in Washington, D.C. Hundreds of thousands of people participated in the March in 2013, and crowds are expected to keep growing as young people from around the country participate. The annual event begins with the rally on the National Mall at noon, followed by the March to the Supreme Court.
